Several driving licence categories and a CBR measure
Anyone who is allowed to drive a car, motorcycle or truck often thinks first of the vehicle in which the incident took place when they see a CBR letter. However, the decision may have a different scope. Suitability, driving skills, document validity and professional qualification can also have different consequences. Our analysis: create a line per category and only enter what appears from the decision and the official status. This prevents two dangerous assumptions: that another category is automatically secured, or that every restriction necessarily affects all conceivable vehicles in the same way. The specific decision remains the starting point.

Read which categories are actually mentioned
Start with the decisive part of the CBR letter and any attachments. Is an investigation, measure, suspension or invalidation imposed and which categories are mentioned? The Road Traffic Act 1994 and the Driving License Regulations provide the legal framework. An initial announcement, interim letter and final decision can have different functions. Note the date, operation and response options for each document. A summary such as something about my driving license does not provide sufficient information about the current status. (Road Traffic Act 1994 · Driving license regulations)
Also check whether the letter refers information about another category to a separate decision or investigation. A wording in the explanatory memorandum can provide an explanation, while the actual decision has a precise legal scope. If in doubt, let the lawyer assess that difference. Don't take an unclear sentence as permission to drive another vehicle. Ask for a written clarification that refers to your own case and category. General telephone information about how it usually works is not always sufficient.
The reason and the risk being investigated do not always coincide
A report can arise from driving one type of vehicle. However, the CBR examines a legally defined question about driving skills, suitability or behavior. A concern that is not exclusively tied to the vehicle type can therefore have a broader meaning than the original trip. That is not an automatic conclusion that every category becomes invalid. It means that the cause of the incident and the scope of the assessment must be investigated and explained separately.
Ask what data CBR uses for the size of the decision. A medical report can distinguish between vehicle groups, while another measure has its own rules. Do not write yourself that a study into a heavy category cannot say anything about passenger cars. Conversely, a broad conclusion from the decision should be substantiated with the applicable rules and data. This comparison helps ask a specific question during an objection or consultation: which category is affected, by which standard and based on which finding?
Different categories may have different requirements
The Suitability Requirements Regulations 2000 has a system in which categories and requirements are distinguished. A favorable judgment for a particular category is therefore not necessarily an unrestricted judgment for all categories. The same health data can be assessed differently depending on the legal standard. Ask which version and which part of the scheme carries the assessment. An old medical checklist from a driving school is not a sufficient source for a current conclusion about the scope of a CBR decision. (Suitability requirements regulation 2000)
Furthermore, a practitioner and examining expert do not have the same task as the CBR decides. A doctor who says that someone is feeling better does not automatically readmit all categories. Save the precise statement and make it clear which question she is answering. In the event of a difference of opinion, it must be investigated whether it concerns a fact, medical opinion or application of the standard. This distinction prevents a general compliment about recovery from being used as a complete fitness to drive decision.
The document is not the only source of authority
The driving license may contain multiple categories and expiry dates. The RDW explains categories and codes. However, a physical card can show information from an earlier situation while a decision has been made later. Possession of that document does not independently prove that each category may still be used. Check the current legal status and effectiveness of the received decision. A misunderstanding of the map can cause new criminal and insurance questions, especially when someone thinks they are only making an innocent alternative trip.
Also pay attention to codes that have a medical, administrative or occupational meaning. A code is not simply an additional driving license category. Ask what a listing means for this vehicle and use. Do not just copy the front of the document for an advisor if the relevant information is on the back. Share a necessary copy safely and not with all kinds of unknown websites. The legal explanation must then connect the official status with the correct category and conditions, without turning an old image into a current permission.
Code 95 does not replace a valid driver's license category
The RDW describes code 95 as a professional qualification for professional drivers. Its validity is a different question than the validity of the category in question. Anyone who has completed further training has not automatically resolved a CBR suspension or invalidation. Conversely, a valid category does not mean that all professional competence requirements have been met in every professional situation. Please check both aspects with the official information and any applicable exceptions. An employer cannot independently change the meaning by describing a trip as temporary or private.
Make separate planning for the category and for the professional entry. They may have different end dates and necessary steps. When replacing or renewing a document, ask what is actually added and which end date remains the same. A positive administrative act should not be given more meaning than it has. Determine with the employer which tasks can be performed without a driving license and which confirmation a return to driving is awaiting. This keeps the work schedule realistic without creating pressure to make a trip in advance.
A criminal driving ban can exist in addition to the CBR decision
The OM information about withholding and the CBR process makes it clear that different procedures can run concurrently. The category question should therefore not be answered exclusively within one CBR letter. A criminal disqualification or other restriction can independently remain relevant. Ask the lawyer which decisions still apply and which documents prove the termination. The end of one journey does not automatically mean the end of all restrictions related to driving motor vehicles.
Use a separate line per track with instance, ground and time period. Only then make the combination per category. An employee can rightly say that his own measure has been completed, without having checked the criminal trail. That is not contradictory information as long as it remains clear what the answer is about. The practical danger lies in the step that the driver then adds himself: so I can do everything again. A complete status comparison prevents that extra conclusion from unnoticed taking the place of officially confirmed information.
Fictional example: a truck driver with motorcycle category
In a fictional example, René receives a CBR decision after doubts arise while driving a truck. He also has a motorcycle category and thinks he can continue to travel with it during the investigation. His employer points out that further training is still valid. However, neither data independently answers the scope of the CBR decision. A comparison is required of the question examined, the categories affected, any suspension and the other conditions. The incident vehicle is only part of that analysis.
René has the decision and the relevant registrations checked and does not fill the matrix with green check marks of his own making. If necessary, the lawyer will ask a specific question about the engine category and the substantiation of the decision. In the meantime, transportation is being arranged that does not depend on an unconfirmed exception. The example does not predict broad or limited effect. It shows why the words other category do not provide a solution as long as it is not clear which legal question the CBR is assessing and which current decision applies to the use of that category.
A category matrix based on official decisions
Create one line for each relevant category, even if you rarely use it. Place occupational and medical conditions in separate columns. If there is missing information, use the word unknown and record who checks this. The matrix is not a permit or a legal opinion based on an image. It helps a lawyer or agency provide specific explanations and prevents a general status report from giving all categories the same color without the underlying decision having been read.
- Category: the correct letter combination and intended vehicle use.
- Document: date of issue, stated end date and relevant codes.
- CBR: decision type, operation, category affected and source passage.
- Assessment: driving ability, fitness, conduct or other legal question.
- Occupation: possible code 95 or other occupational condition with its own status.
- Concurrence: criminal or other restriction still in force.
- Check: confirmation required, open question and responsible contact person.
After completing the form, compare the text of the decision with the summary in each row. A decision that does not explicitly mention a category does not necessarily mean that it is completely free; the legal effect must be assessed. A physical surrender obligation may also raise other questions than the existence of a category in the register. Have such differences clarified before choosing a vehicle. An honestly unknown subject is a better starting point than a favorable assumption that later turns out to be incorrect.
Objection and clarification request have different functions
If you do not agree with the decision or its scope, the appropriate legal protection route must be assessed in a timely manner. A request for an explanation can be useful, but does not automatically replace an objection or an urgent procedure. Make a note of the legal remedies clause and have the term monitored. An employer who sends a letter about the consequences for work has not automatically initiated the correct legal remedy on your behalf. Responsibility for submission must be explicitly agreed and verified upon receipt.
An objection does not automatically suspend operation. If continued driving seems essential, it must first be assessed what interim measure or other temporary response is legally possible. A serious work interest does not provide its own exception to validity. Also discuss whether a partial assessment or clarification is actually permitted by the applicable regulations. Do not simply ask if you can keep a lighter category without considering the legal basis and facts. A targeted request can make the category question substantively discussable, but does not deliver a promised favorable outcome.
A positive follow-up must be read again by category
If an investigation or measure ends favorably, check which decision follows and for which categories. A completed process may require new application steps or a document. Also read any restrictions, codes and shorter validity periods. The guide to a new driver's license after it has been invalidated deals with that follow-up separately. Don't confuse a verbal positive conversation with the formal completion required for driving. Ask what confirmation is still missing and who provides it. (guide on a new driver's license after an invalidation)
Our editorial analysis is that categories cannot be secured or written off with one blanket statement. A useful assessment links each category to the current decision, legal standard and other conditions. That is more precise and practical than the question of whether the driving license in general still exists. With a verifiable matrix, the driver can receive clear explanations and an employer can plan responsibly, without allowing an unknown legal status to be filled by convenience, haste or an old card.
Frequently asked questions
Can I drive in a different category than the one in the incident?
Not automatic. The reason and scope of the CBR decision may differ. Have the decision, legal effect and other restrictions checked per category. Don't choose another vehicle based solely on the idea that the incident didn't happen with it.
Is geldige code 95 voldoende om beroepsmatig te rijden?
No, the relevant driving license category and other legal conditions must also be valid. Code 95 relates to professional competence and does not replace an assessment of a CBR measure, suspension or criminal driving ban.
Can I use the matrix as proof that I am allowed to drive?
No. The matrix is a tool to organize official information. Have any unclear points assessed by the competent authority and, if necessary, the lawyer and check what formal confirmation is required before you drive again.
