A VOG for young people: age, development and future prospects
An internship or first job may depend on a Certificate of Good Conduct. For a young person who has contact with the law, the thought quickly arises that there is no point in applying after all. That conclusion goes too far. Age, details, position and personal development can all have meaning, while exceptions prevent every application from proceeding smoothly after the same short period. Our analysis: good preparation connects the concrete work with controllable changes in the young person's life. Don't just say that someone deserves a new chance, but show what that opportunity entails, what guidance exists and how the current situation differs from previous circumstances.

A VOG is about the requested position
The Justis explanation for young people emphasizes that a criminal history does not automatically mean that a VOG will always be refused. The function or purpose of the application is important. A request for an internship with certain responsibilities will not be treated solely as a general assessment of a person's character. Therefore, ask what tasks, access and responsibilities the organization has in mind. The term internship in itself does not tell enough to understand the relevant risks. A clear job description helps both the application and any subsequent response. (Justis -explanation for young people)
Our analysis is that the first benefit is often in that conversation with the school or employer. What activities are actually provided and what guidance is available? A proposal that is only renamed afterwards on paper does not help if the actual tasks remain the same. A real demarcation, on the other hand, can be relevant information. Make sure that this is confirmed by the organization and corresponds to the application. The employer does not decide on the issue, but can make it clear why this position is important and what the practice actually entails.
The shortened term has a precise starting point
The Policy Rules VOG -NP-RP 2025 have a reduced look-back period of two years under certain conditions for applicants who are not yet 23 at the time of application. That is a different age question than whether the offense was committed as a minor or whether juvenile criminal law was applied. Therefore, do not only use age during police contact. Have the applicable term and calculation moment assessed on the application. The main rule offers an entrance for young people, but does not promise that every youth case will become meaningless after two years.
The passage of time itself also requires care. The relevant judicial data and settlement may be important for the calculation. Do not automatically take the date of commission plus two years as the guaranteed issue date. Deprivation of liberty and special review rules can change the picture. Note which data Justis uses and which period is mentioned in the intention. A question about the term can then be asked specifically, instead of relying on the memory that an employee once said that young people only have to wait two years.
Not every offense and goal follows the youth main rule
The policy rules make exceptions, including for the sexual and terrorist offenses referred to therein and for certain violent and subversive drug crime. In the latter categories, the policy mentions crimes for which a prison sentence of six years or more can be imposed. It is therefore not simply a matter of the sentence actually imposed. The Justis page on lookback periods provides an accessible entry, but the policy rules must be consulted for the precise demarcation. Have qualification and applicable category checked if the exception could be decisive. (Justis -page about lookback periods)
Positions with special deadlines also deserve attention. Moreover, a VOG with police data is a separate regime with its own rules; a shortened youth term may not simply be applied to this. A young person cannot therefore determine which data is viewed based on his or her age alone. Create three columns: the purpose of the request, the type of data and the applicable policy. This prevents a favorable main rule from being chosen while an exception remains unnoticed. It also prevents unnecessary discouragement when someone wrongly thinks that every previous contact falls under a serious exception.
One piece of information found is not yet the whole decision
According to the explanation of assessment and decision, Justis examines the relevant data and their significance for the purpose, followed by a weighing of interests. In a specific case, it must be read why a certain fact would pose a risk to this position and which circumstances have been taken into account. Merely repeating that the fact is old does not answer every part of that argument. Conversely, a reference to a criminal offense without further explanation does not provide the young person with sufficient understanding of what exactly the problem is for this application.
Therefore, work from the motivation. What relationship does Justis see between the data and the function? What current information may be missing? What personal circumstance is incorrectly described? A response becomes stronger when it adds existing documents per point or verifiably corrects an assumption. That is different from completely re-litigating the previous criminal case without paying attention to the VOG purpose. In addition, if a registration appears incorrect, it must be determined which authority can check or correct it. The VOG response and a request about the data can be different procedures.
Make changes visible without designing an ideal story
A development file describes what has concretely changed since the previous fact. Consider training, daily structure, guidance, treatment or another living and working situation. Note the start time, current status and the person who can confirm this. A young person does not have to claim that every problem has been solved for good. A stable improvement with an honestly stated vulnerability can be assessed better than a perfect story without support. Let supervisors stay within their knowledge and do not ask for certainty about the future that they cannot professionally provide.
Also describe the difference between a plan and implementation. School enrollment is not the same as attendance; treatment on a waiting list has not yet started a process. Both can be relevant, provided the status is displayed correctly. The analysis is part of the actual change: which previous circumstance has been addressed and what does that support? In this way, a recommendation becomes more than a general positive character description. Keep original confirmations and do not post-date statements as if the improvement had already been established. Credibility is created precisely by a verifiable development over time.
The meaning of the internship must be made concrete
A necessary internship can be important for training, certification or finding suitable work. Let the school explain what role the internship occupies, what term it takes and whether alternatives exist. A general appeal to future prospects is understandable, but a concrete educational situation makes visible what missing this place really means. Prefer a business-like affirmation over an exaggerated prediction that every future path comes to an end. Even in the case of serious consequences, it must remain clear what has already been established and what is still being investigated.
Ask the internship organization how supervision and division of tasks are actually arranged. The Justis screening profiles can help understand which job aspects are used in the application. They are not a document with which the organization can make every risk disappear with a favorable tick. A profile must match the real work. Discuss changes in tasks or guidance honestly and have them confirmed when they have actually been agreed. This way, the assessor receives up-to-date information about a specific workplace and the young person remains prepared for what he or she will actually do there. (screening profiles of Justis)
An intention requires a different response than a refusal
An intention to reject is not yet a final refusal. There may be an opportunity to submit an opinion and to supplement relevant facts or interests. Check the indicated response time and the topics on which Justis requests a response. A final rejection has its own legal remedy route, with the general rule being an objection within six weeks in accordance with the General Administrative Law Act. Have the beginning and method of submission assessed on the actual letter. An extensive opinion does not automatically replace an objection that will be necessary later.
Keep the school or employer appropriately informed of the planning without unnecessarily sharing the complete criminal file. Ask if a start date or task allocation can be temporarily adjusted, but do not present a pending request as already granted VOG. A discussion about postponement with the internship organization does not change the response period for Justis. So give someone responsibility for the mail and planning. Especially when the young person, parents, school and supervisor are involved, everyone may otherwise think that someone else has already taken the formal step.
Fictional example: not just an apology letter but a development timeline
In a fictional situation, 20-year-old Yara needs an internship for her education. She receives an intention to reject and only wants to write that she regrets it. Her supervisor first helps to read which risk Justis identifies for the requested position. The actual changes are then collected: permanent attendance at school, concrete guidance agreements and a confirmed job description. The significance of the internship for her training is also explained. The previous fact is not denied or embellished; the response focuses on the assessment at hand.
The lawyer also checks whether the chosen look-back period and any exception have been applied correctly. A good development does not give Yara an automatic claim for release. The fictional example shows how a reaction becomes more researchable. It is not the number of letters of support that is paramount, but the connection between the risk mentioned, the current situation and the specific position. If the internship location changes later, it must be re-examined whether the information collected still relates to the same activities. An old folder is not a general license for every subsequent request.
Seven components of a targeted youth file
Together with a supervisor or lawyer, create an overview in which each statement refers to an existing document. Clearly state whether something is your own experience, factual confirmation or professional assessment. An assessment of risk requires substantiation and should not be written down as a guarantee. Keep the folder limited to relevant data and agree who can send something on behalf of the young person. The card must support their own request and response, without the young person losing overview of what others have said about him.
- Application: purpose, actual activities, screening profile and age at the relevant application time.
- Term: applicable policy, possible exception and audited calculation.
- Given: what Justis uses, what is established and what factual point may need to be corrected.
- Development: changes since the event, starting time, current status and existing confirmation.
- Training: meaning of internship, diploma, planning and actually available alternatives.
- Guidance: division of tasks, supervision and professional information with recognizable limitations.
- Procedure: intention or decision, response route, deadline, person responsible and proof of submission.
Perspective gains weight when it becomes concrete
Our conclusion is that a VOG application for young people should be prepared both hopefully and precisely. The special assessment offers scope to take age and development seriously, while legal exceptions and functional risks remain applicable. A good file makes both sides visible at the same time. It does not promise an automatic second chance, but shows which chance actually exists and why the current circumstances are relevant. This gives the word future perspective meaning: specific training, a real workplace, appropriate guidance and demonstrable changes that can be assessed.
Use the explanation about a VOG with a criminal record and the specific page about VOG for an internship for related questions. Have an intention or refusal read in time and make the development concrete before general conclusions are drawn about never working again. A previous refusal is not a final judgment on all future positions. Every new application must be prepared honestly and carefully based on the applicable purpose, the current data and the applicable rules.
Frequently asked questions
Does every young person receive a VOG after two years?
No. A shortened period may apply to young people under 23, but there are exceptions depending on the type of data and function. The calculation and weighing of interests also require attention. Do not automatically take the date of commission plus two years as the guaranteed date of issue.
Is being a minor during the offense enough for the youth rule?
Not on its own. The age at the time of application is relevant for the shortened period. Whether juvenile justice has been applied is another question. Have the applicable policy checked for the real request and any exceptions.
What can my school or supervisor contribute?
Concrete confirmation of training, internship importance, attendance, guidance and changes can be useful. The source must remain within its own knowledge and provide no guarantee about delivery. Connect the information to the reasons in the intention or decision and respond in a timely manner.
